Rethinking Transportation for a Thriving Tucson

Featuring keynote speaker Tom Thivener, a leading expert in active transportation and regional planning from Vancouver, British Columbia. 

Tom’s credibility in transportation planning is rooted right here in his hometown of Tucson, where he served as the city’s fifth-ever Bicycle & Pedestrian Program Manager from 2007 to 2012. During his tenure, he kick-started Tucson’s bike boulevard corridor and network planning, co- founded Cyclovia Tucson, and helped secure funding for bike and pedestrian improvements, laying the groundwork for many of the active transportation improvements Tucson continues to build on today.

After leaving Tucson in 2012, Tom became Calgary’s first Cycling Coordinator, leading the city’s Cycling Strategy and the City Centre Cycle Track Network pilot, which earned Council approval to become permanent. He also delivered multiple complete streets projects, helped develop the Alberta Bike Facilities Design Guide, launched Calgary’s micro-mobility program, and doubled the number of people cycling. Since 2019, Tom has led active transportation planning in Vancouver and now serves as Manager of Transportation Planning for Coquitlam, overseeing the city’s first raised bike lanes and protected intersections.

The conversation will continue with one of the most pressing issues facing our region today: RTA Next.

We’ll take a closer look at key concerns surrounding RTA Next—also known as Propositions 418 and 419—which will go before voters in March 2026. Maass, who served on the RTA Citizens’ Advisory Committee, and Albert Elías, city planner, former public administrator, and chair of LSA’s Advocacy Committee, will share insights on what’s at stake and what a more forward-thinking approach could look like.
